Spain is witnessing an unprecedented moment in its modern democratic history as former Prime Minister José Luis Rodríguez Zapatero appears before the National Court (Audiencia Nacional) as a criminal suspect, becoming the first former Spanish head of government to do so since the country’s return to democracy.

The hearing forms part of the ongoing investigation into the state-backed rescue of airline Plus Ultra, which received €53 million in public funds during the Covid-19 pandemic. The investigating judge is examining allegations including influence peddling, participation in a criminal organisation and document falsification.
Zapatero arrived at the court in Madrid under intense media scrutiny and a significant police presence. Several members of the public gathered outside the building, shouting insults as the former prime minister entered the courthouse, highlighting the enormous public interest surrounding the case.
While the Plus Ultra affair remains at the heart of the investigation, much of the attention in recent weeks has shifted towards another controversial development: the discovery of a substantial collection of luxury jewellery in a safe located in Zapatero’s office.
The Jewellery Collection That Changed the Narrative
According to a court-commissioned valuation carried out by the historic Spanish jeweller Ansorena in collaboration with the Spanish Gemological Institute, the collection is worth approximately €1.3 million.
The items reportedly include luxury watches, necklaces, bracelets, rings and a large number of precious stones, including diamonds, rubies, sapphires and emeralds. One emerald and diamond necklace alone has been valued at around €278,000.
The discovery has generated considerable controversy because Zapatero spent much of his political career cultivating the image of a leader who was largely indifferent to personal wealth and material possessions. For many observers, the existence of such a valuable private collection appears difficult to reconcile with that public image.
The controversy intensified after sources close to the former prime minister initially suggested that the jewellery was worth between €30,000 and €50,000. The official valuation later placed its value at more than twenty times that amount, raising fresh questions about its origin, acquisition and tax treatment.
From Strong Support to Growing Unease Within the PSOE
When details of the investigation first emerged, many senior figures within the Spanish Socialist Workers’ Party (PSOE) rushed to defend Zapatero, describing the allegations as politically motivated.
However, the revelations surrounding the jewellery collection have reportedly caused growing unease within the party. Several Spanish media outlets have reported concerns among Socialist politicians that the affair is beginning to damage the party’s reputation and overshadow its political agenda.
While PSOE leaders continue to stress the principle of the presumption of innocence, public expressions of support appear noticeably more cautious than they were during the early stages of the investigation.
Family Connections Under Scrutiny
The investigation has also extended beyond Zapatero himself. Judicial authorities are examining business activities linked to companies associated with members of his family, including commercial operations connected to his daughters.
Investigators are seeking to establish whether these activities were legitimate business transactions or whether they may have been linked to the alleged network of influence under investigation. At present, no conclusions have been reached and no convictions have been handed down. Nevertheless, the developments have increased political and media pressure on the former prime minister and his family.

For many international observers, it is remarkable that a politician who governed Spain between 2004 and 2011 and who has remained an influential figure in public life now finds himself answering questions before a criminal court.
