Government confirms agreed salary increase

The government reaffirmed its commitment to a salary increase during a meeting with the trade unions. The discussions focused on the implementation of the wage increases already agreed upon for public sector employees.

The increase is part of a multi-year agreement between the government and the trade unions. For 2027, the agreement stipulates a fixed salary increase of 4.5 percent, set to take effect on January 1. This is intended to gradually raise employees’ earnings and bolster their purchasing power in light of price trends.

The government’s renewed confirmation is significant, not least because the implementation of the agreement coincides with a politically sensitive phase. The trade unions want to ensure that the promised increases are not delayed by the upcoming snap parliamentary elections.

Additional payment for 2026 depends on inflation

In addition to the fixed salary increase for 2027, the agreement provides for an extra raise for 2026 – an additional half a percentage point, the payment of which is linked to inflation trends.

If an annual inflation rate of at least 1.5 percent is reached for 2026, this additional amount will be paid out, retroactive to January 1, 2026. The payment is scheduled for the first quarter of 2027. Consequently, the total salary increase for the years 2026 and 2027 could amount to five percent.

However, the two components should be distinguished: while the 4.5 percent increase for 2027 is firmly agreed upon, the additional payment for 2026 depends on a pre-agreed inflation-related condition. This arrangement is intended to help protect the purchasing power of employees. If the cost of living rises, salary increases can offset some of the additional financial burden. Whether incomes actually gain in terms of real purchasing power, however, also depends on how prices evolve in relation to wages.

More than three million employees affected

More than three million public service and public sector employees stand to benefit from the agreement. This includes, among others, staff in state administration as well as employees of regional and local authorities and public institutions.

The extent to which the increase affects an individual case depends on the specific salary and the individual components of that salary. For example, with a monthly gross salary of 2,000 euros, a 4.5 percent increase would amount to an additional 90 euros per month. In this case, the new monthly gross salary would be 2,090 euros.

The actual impact may vary depending on the employment arrangement and the number of annual salary payments. Therefore, the agreed percentage increase does not mean that all employees will receive the same additional amount.

Unions push for rapid implementation

The trade unions CCOO, UGT, and CSIF are advocating for the timely implementation of the agreed-upon salary increases. They aim to ensure that the political transition associated with the snap parliamentary elections does not interfere with the disbursement or the taking effect of these raises.

The government’s renewed assurance provides clarity regarding its fundamental intention to abide by the agreement. However, this does not automatically mean that all administrative steps required for implementation have already been completed. It remains crucial that the necessary decisions are taken in a timely manner.

For employees, the focus is therefore not just on the size of the salary increase, but also on when it will actually appear on their payslips.

Part of a broader agreement

The salary increases are part of a multi-year agreement that, in addition to pay, provides for further improvements within the public sector. These include measures to accelerate recruitment processes, better professional development opportunities, and longer-term workforce planning.

The agreement is intended to help public administrations improve their staffing and organizational structure. Given the need for personnel and the wave of upcoming retirements, attracting new employees and improving working conditions play a particularly important role.

By reaffirming the salary increase for 2027, the government is staying the course as agreed. Whether implementation will proceed entirely according to the planned schedule remains to be seen in the upcoming formal decisions.
