Spain: Record number of traffic fines – one penalty every five seconds

The figures are alarming and raise serious questions: In Spain, the traffic authority DGT issued more fines in 2025 than ever before. More than six million penalties were imposed – a historic high that is concerning both authorities and motorists alike.

Twelve fines per minute – a new record high

Specifically, the Dirección General de Tráfico recorded 6,106,354 traffic violations last year. This averages roughly 16,700 fines per day, about 700 per hour, and nearly twelve per minute. In other words, statistically speaking, a traffic offender is caught on Spain’s roads every five seconds.

This means that 2025 clearly surpasses previous record figures. Back in 2022, the number of penalties was around 5.5 million – since then, the trend has been steadily upward.

Important note: Millions of violations are missing from the statistics

Particularly striking: the figures are not even complete. The DGT data do not include Catalonia or the Basque Country, as traffic enforcement is managed independently in those regions. The actual total number of fines in Spain is therefore likely to be significantly higher.

These regions top the ranking

A look at the regions reveals significant differences:

  • Andalusia leads the way with over 1.5 million fines
  • It is followed by the Valencia region with around 940,000 penalties
  • Madrid comes next in line

As a result, a large portion of the violations is concentrated in densely populated and heavily visited tourist areas.

Main cause: speeding

The majority of fines are still due to speeding. Modern monitoring systems, such as fixed and mobile speed cameras, drones, and helicopters, ensure that violations are being detected more frequently.

At the same time, traffic volumes have also increased – especially during peak travel periods like Easter or summer. More cars on the roads naturally lead to more potential violations.

More enforcement or just a cash grab?

The record figures have sparked a wide debate in Spain. Critics accuse the authorities of focusing primarily on revenue. In fact, traffic fines generate hundreds of millions of euros for the state each year.

The DGT itself rejects this accusation, stating that the sole aim is to improve road safety and reduce the number of accidents.

Millions of photos – and not every one results in a fine

A look behind the scenes shows that the path to a fine is complex. Every year, millions of images of traffic violations are reviewed. Around 40 percent are discarded, for example due to blurry license plates or technical errors. In the end, several million actual penalties remain.

Spain’s roads under constant surveillance

The new record highlights one thing above all: Spain’s roads are under closer scrutiny than ever before. Modern technology, heavier traffic, and consistent monitoring mean that violations are detected and penalised more quickly.

Whether this will lead to greater safety in the long term or simply fill the state coffers remains a matter of debate. What is clear, however, is that it is becoming increasingly difficult for drivers to get away unscathed.
